Accessibility declaration

The Federal Ministry of Finance (BMF) endeavors to keep its websites in line with the Web Accessibility Act (WZG) idgF for the implementation of the Directive (EU) 2016/2102 of the European Parliament and of the Council of 26 October 2016 on barrier-free access to the websites and mobile applications of public sector bodies (OJ L 327, 2.12.2016, p. 1) to be made accessible.

This accessibility statement applies to the data.gv.at platform (OGD) https://data.gv.at/.

Status of compatibility with the requirements

The data.gv.at platform (OGD) is partially compatible with conformance level AA of the “Web Accessibility Guidelines – WCAG 2.1” due to the following incompatibilities and exceptions.

Non-accessible content

  1. a) Incompatibility with accessibility regulations
For some non-decorative images in the content, the alternative text is missing, making this information inaccessible to screen reader users. Thus, WCAG success criterion 1.1.1 (non-text content) is not met. We plan to add alternative text to all non-decorative images. The color contrasts of the controls in the news section of the home page do not fully comply with the requirements (WCAG 1.4.3. Contrast Minimum) in desktop view and on tablets. We plan to address the requirements as part of the next 2020 development cycles. Some web pages contain links with identical link text that lead to different destinations. Thus, WCAG success criterion 2.4.4 (link purpose in context) is not met. We plan to revise the link texts in the content of the affected web pages.
  2. b) Unreasonable burden
It is not possible to provide the required audio descriptions for the video on the home page. Thus, WCAG success criterion 1.2.5 (audio description recorded) is not met. We believe that remediation would impose a disproportionate burden under accessibility regulations.
  3. c) The content does not fall within the scope of the applicable legal provisions
The content that can be retrieved via the query masks on the data.gv.at portal is the content of third parties (data-providing bodies, such as federal, provincial or municipal departments) that is not within the sphereof influence of the BMF. For this third-party content, no statement can be made regarding compatibility with accessibility regulations. Many, mainly older PDF documents and Office documents are not accessible. For example, PDF documents are not tagged, so they cannot be captured and used by screen reader users, or can only be used inadequately. Thus, WCAG success criterion 4.1.2 (name, role, value) is not met.No comprehensive change is currently planned for other older non-accessible documents that are still exempt from Directive (EU) 2016/2102.

Creation of this accessibility statement

The assessment of the website’s compliance with the WZG for the implementation of the requirements of Directive (EU) 2016/2102 took the form of a self-test according to WCAG 2.0 in compliance level AA.
